1. IntroductionSince its inception in 1983, the Berkeley Program in Soviet and Post-Soviet Studies (BPS) (originally the Berkeley-Stanford Program in Soviet International Behavior) has been a leading center for the interdisciplinary study of the former Soviet Union, its successor states, and the post-communist societies of Eastern Europe. BPS’s mission is to carry out an innovative program of research and publication; to train a cohort of scholars and professionals in cross-disciplinary social science methodology and theory while equipping them with empirical knowledge of the history, languages, and cultures of the region; and to engage in an active public outreach program with the local community, other national and international academic centers, and the U.S. and other governments. To fulfill these goals, BPS sponsors and administers various faculty research projects; awards pre-dissertation, dissertation, travel, and language training grants; sponsors visiting scholars; organizes conferences, seminars, and working groups; and administers a visiting speakers series.
2. Organization of the ProgramOverall direction of the Program is provided by the Program Chair, Professor Victoria Bonnell of the UCB Department of Sociology. The Chair reports to the Executive Committee of the Institute of Slavic, East European and Eurasian Studies (ISEEES), which reviews and approves general plans, policies, activities, and expenditures presented by the Chair. The Chair oversees the formulation of the objectives and policies of the Program; Program activities; submission of proposals to granting agencies; and collaboration between the Program, academic departments, and organized research units in related fields at UCB and elsewhere. Daily management of the Program is provided by the Executive Director, Dr. Edward W. Walker, Associate Adjunct Professor of Political Science. The Executive Director plans graduate and faculty seminars; organizes the visits of speakers and research scholars; advises and meets with Program students; helps draft grant proposals; supervises Program staff; and collects and synthesizes information to guide the deliberations of the Chair and the Executive Committee about BPS’s plans, policies, fellowship awards, and resource allocations. Kalynn Yastro serves as Fellowship Coordinator and Program Assistant for BPS (643-6737). BPS works closely with the Caucasus and Central Asia Program (CCAsP). CCAsP’s mission is to support research and teaching on the region, which is defined to include the newly independent states as well as Afghanistan, Xinjiang (China), Mongolia, and the North Caucasus. CCAsP funds visiting teaching appointments in Caucasus/Central Asia studies, supports research by affiliated faculty and graduate students, and organizes lectures by visiting speakers. ISEEES, an Organized Research Unit (ORU), is the administrative unit of which BPS is a part. The Director of ISEEES is Professor Yuri Slezkine of the UCB Department of History; the Executive Director is Dr. Barbara Voytek. ISEEES sponsors bag lunches, talks, and films; supports research, fellowships, library collections, teaching positions, and faculty and graduate student seminars; sponsors visits by academic specialists and others concerned with Russian/Soviet and East European affairs; and coordinates research and program resources for students, staff, faculty, and members of the off-campus community. ISEEES also helps maintain the Rosberg Reading Room which makes available numerous Russian and East European journals and newspapers as well as Western publications on the area.
